In January 2009, a Community Medical Advisory Committee (CMAC) was formed by a group of interested physicians for the St John’s and surrounding region of Eastern Health. The provincial medical staff bylaws being developed have this committee as an integral part of the liaison, communication and policy-making process. After the initial meeting, terms of reference and representative membership was finalized. The purpose of CMAC is to provide a forum for representatives of physicians who practice outside of the principle acute and long-term care facilities of Eastern Health in the St. John’s area to participate in policy development and the discussion of medical practice issues involving the health region. CMAC reports to the Regional Medical Advisory Committee (RMAC) via the Chair’s membership on that committee and also reports to the Board of Trustees of Eastern Health. The terms of reference include assessment and formulation of policy options relating to medical care services in the community. This should encompass quality, safety, coordination of care, timeliness and adequacy in the management of the health care delivery system. CMAC will also advise on matters related to community medical care and related issues, as appropriate. It will serve as a forum for the identification of issues facing community-based physicians and to facilitate or recommend solutions. CMAC will consider and act on issues submitted by the Chief Operating Officer or refer issues to RMAC as appropriate. The committee will also review the credentialing process for community-based physicians and make recommendation to the CEO. Membership includes a chair and vice-chair, 10 regional members, a family medicine resident, the vice-president of medical services and diagnostics, and the medical director of Eastern Health. The plan is to hold four face-to-face meetings per year and other meetings by teleconference or call of the chair as required. It is hoped that this will provide a much needed voice for community physicians who for too long have felt left out of decisions in health care.
